Four US Army 8-Inch Siege Mortars, Pattern 1861, are displayed surrounding the Civil War Soldiers and Sailors Memorial in Owego in Tioga County, New York. The four mortars are:

The monument, which is dated 1890, is inscribed with the words:
Tioga County
To Her Heroes Who Fought
And Her Martyrs Who Fell
That The Union Might Live.
According to a local news article, the monument was built by Charles Haywood with the help of his nephew Carson Baldwin. Statues of two figures, a sailor and a soldier, stand on either side of the monument.

The mortars are displayed on small pedestals that approximate the size of their original carriages.
The monument has a solider one side and a sailor on the other.
